Wine crashes everytime with "Unhandled exception: page fault on read access to 0x00000000 in 32-bit code (0x003d1240)." when using the ElsterFormular installer or the alternative main program installer.
The crash occurs, when the installer tries to install the VC++2013 runtime library.
ElsterFormular installer (whole bundle) ElsterFormular-16.0.20150113p.exe available at https://download.elster.de/download/2011/ElsterFormular-16.0.20150113p.exe
main programm installer install_pica.exe available at https://download.elster.de/download/pm/web/install_pica.exe
Note, that there is a "free for private use" licence. It doesn't say anything about use for debugging purposes ;-) Not sure about the implications.

I tried to manually install VC++2013 runtime using winetricks, but it doesn't make a difference. Installer still crashes and the application doesn't start.

I can't reproduce the crash.
Although the VC++ 2013 runtime sub-installer fails (bug 33576), the main installer still continues to install the app successfully.
The backtrace shows you're using an outdated Wine 1.6.2
Upgrade to Wine 1.7.x series, preferably Wine 1.7.35 If you don't know how to do this, please seek help in WineHQ user forums.

I had downloaded and build wine-1.7.35 but executed "wine ../ElsterFormular-16.0.20150113p.exe" instead of "./wine ../ElsterFormular-16.0.20150113p.exe" in the build directory. I was so convinced that I even didn't tak a look at the backtrace.
Executing the 1.7.35 wine version gives me the result that the installer showed the error, but continues to install.
