This is a regression from 1.1.28 to .29.
Oh joy: the Orange Box Store browser (first page up) now has scroll bars. Alas: they're messed up!
On loading the browser seems to flicker between top and bottom of the scrollable page, and when mousing over the scroll bars the scrollable tag flickers from top to bottom.
Page Up / Page Down used to work, but now it looks like something is repeatedly forcing the screen to the end of the page: can page up, but after a couple of seconds the display is scrolled to the bottom again.

Guess I'm not being clear enough, again.
The principal problem here is that the window is being forcibly scrolled to the end. This means that page up & down which used to work are now useless, and the start of the page cannot be seen.
And in fact, they *don't* disappear on a refresh.

Ouch. It looks like this is NOT a regression, or at least not since 1.1.28. I isolated commit 80f02b82d68902f32578a7bcf6cfbaa715b724ce which seems to add the scroll bars before realising the true problem.
The problem seems very simple, and I've updated the title accordingly (maybe I have a fidgety mouse):
1. When the mouse moves outside of the Steam html window, the view immediately scrolls to the end of the html page.
2. When the mouse is not over the Steam browser window, PgUp/PgDown keys do not scroll the window. Who knows, maybe this latter is a Steam "feature"?
I'm not sure that this is the whole story (and Steam have kindly updated the client while I was testing, so maybe something has changed), because I'm not seeing the flickering between top and bottom of the page that I was earlier.
The scroll bar cursors still twitch from one end to the other every couple of seconds, but don't think can infer much from that.
Anyhow, not quite such an interesting bug (and I'm not going to go hunting to find whether it is a regression again, particularly as I don't have a "good" starting point).

Sigh. Fixes this particular bug, I guess, but doesn't really take us forwards. I'm adding cross-links to bug 14311.

They appear to work flawlessly for me since version 1.1.31. - They look like they should - They scroll like they should - They scroll within the window - Mouse scroll doesn't work - Scrolling blurs the content slightly (might be intended, looks like tearing in the bottom 40px of the content area, or top if scrolling up) - After window resize the scroll bars continue to work, including horizontal
This applies to all of the tabs.
