[Bug 21600] New: WebLog Expert help button doesn't work

The help menu works for WebLog Expert, but when there is a problem, a dialog
box is shown with a help button.  Clicking on the help button does nothing, and
prints a single line in the console, which says it all.

Screenshot of help menu

In current git (wine-1.3.1-135-g2c127dd), opening the help menu requires Gecko
to work.

However, the help window is not complete. I attached a screenshot to
demonstrate the issue. The log shows complaints about various unimplemented
things.

None of that has anything to do with this bug.

Problem persists in Wine 1.3.6.

Still valid 1.9.15-git and it also seems that wine lacks many other options.

I don't have a copy of the original version, and the new version doesn't seem
to touch MSGBOX_DlgProc.

Confusingly it seems as though a Help button is requested but not drawn (File
--> Backup, for example):

..which may explain why I cannot trigger MSGBOX_DlgProc.

I'll have to come back to this one.
