During installation, Wondershare's Free Video Converter complains about being
unable to find CertUtil.exe

Confirming.

Around 71%-72% an error pops up that says it's unable to execute certutil.exe,
but it appears to install fine otherwise. Though, it crashes upon start,
sometimes immediately after the "Hello World" dialog and other times it loads
the program before crashing. Seems to be a race condition.

The native certutil does not fix this issue. But a stub certutil at least gets
rid of the error.
