What application is this? Does it have a free demo/download available?
the application is SimCity 2000 https://archive.org/details/simcity2000edicaoespecial
it is not the only application that not runs setup. Other games like motoracer too. it opens the menu to install but when you click to "install" say ""The program winevdm.exe has encountered a serious problem and needs to be close"

The text inputs are just asking for a name for your mayor and a company(?). Regardless I was able to install and play the game.
There are other bugs pointing to winevdm and I think some of them mention Arch so it's possible it's Arch specific? And/or a regression. Can the original reporter try an older version of wine?

--- Comment #10 from Olivier F. R. Dierick o.dierick@piezo-forte.be --- Hello,
Indeed, archlinux (and possibly gentoo, too) doesn't currently provide PE builds of Wine and this will cause issues with winevdm.

WOW! works fine on wine 5.11! I've installed playonlinux and change the version of wine! Thanks! But I wanted to use the newest version of wine to run this game not a old version. Please if you can fix this "issue" I will be thankful.

Hello,
The move to PE builds is a requirement to fix some bugs. Keeping non-PE build support in Wine will put extra work on the devs. In the long-term non-PE build will become unsupported.
Archlinux and Gentoo build their own packages. For future compatibility, they should consider packaging PE builds. There is nothing much that WineHQ.org can do about that. A request for that has been sent to Archlinux (https://bugs.archlinux.org/task/67317).
Until they do, you'll have to stick with wine-devel/wine-staging 5.11, or compile Wine yourself with mingw support (Search the web/Go to the forums if you need help with that).
Marking duplicate of bug 49559.
Regards.
