On staring Foxit Reader it acts as if this is the first time it is being accessed. On trying to open a file it crashes.

Try the application again with the latest git version, wine-1.3.34-166-g71199ea as of writing. A similar problem has been fixed recently: see bug #29233.

Are you running the application from a Windows partition? That's not recommended.
