Here's what can be seen in console when you try to use web camera:

When setting Windows version to 8.1, Skype cannot even find my webcam.

Wine developers who object to any program modifications can avoid deleting this
file by running Skype with an undocumented /legacylogin switch.

Irrelevant. The classic Skype will soon be abandoned, and the new one is a
completely different application.
