Started Sim Tower with: wine 'C:\simtower\simtower.exe'

wine-1.3.31
64-bit Arch Linux
clean .wine directory

Attached crash log.

The crash log output seems to hang after printing a lot of information with:

For me (wine 1.4-rc5, Ubuntu 32-bit) it hangs during the start with message

$ wine SIMTOWER.EXE 
err:ntdll:RtlpWaitForCriticalSection section 0x7e979700 "syslevel.c:
Win16Mutex" wait timed out in thread 002e, blocked by 0029, retrying (60 sec)

But this is 16-bit application, originally written for Windows 3, WIN-G and
Unvesa driver... Do we really need to debug such applications?

Yes, I think this bug is still relevant, because:

1. Even though Sim Tower is old, it's a classic

2. If there's Win16 support in Wine at all, there should be proper Win16
support

3. Wine crashes instead of saying "not supported"

Original problem reported here is a crash in fontconfig which is fixed
by 171183c77b2ac7c808d5090f7c46a71b7d033eb1 (it's essentially a duplicate
of the bug 28902), please open another bug report for new crashe.
