If yes, this could be a problem with paths processing. Could you narrow the problem down to a small test case which opens the file and shows success/failure of the operation? Does it work if you hardcode the path in the test case?
One more possibility - regedit incorrectly parses the command line. Try to insert debugging statements in regedit before it tries to open the file to see what it got.
