Please populate the HKEY_DYN_DATA\Config Manager\Enum registry tree. This is needed by some games to detect the hardware on the running system.
For example, EA's Need for Speed III includes a 3dsetup.exe program that queries HKEY_DYN_DATA\Config Manager\Enum*\HardWareKey to detect graphics hardware.

It seems to me that if WINE is configured as Win9x, it should support HKEY_DYN_DATA.

If we are talking about NFS3's 3dsetup.exe i don't think HKEY_DYN_DATA is the problem. See bug #7115 - 3dsetup.exe works for NTs, but does not work for Win9x.
