The Barnes And Noble Nook e-Reader for PC does not upload updates to bookmarks or annotations to the server.
The errors and fixmes that are returned when it is ran from the command line is as follows:

The fixme warnings are repeated consistently until the software is closed.

Yes and No.
When I drop the wininet.dll into the program folder, and set wininet.dll to native, builtin it does not update what is archived and what is not in my BN account. However it does uncover more bugs that were not appearing before meaning that it is the gateway bug that was blocking the other problems I believe.

Yes and No.

Update, it does update the server on which books are archived or not when the program is ran next, but not during. I do not know what windows does, and will check into this tomorrow. I do not know if it updates the Annotations and Bookmarks yet, but will look into it when I have two computers available to me tomorrow.

Yes, I get this issue in 1.9.18 with the recent version of Nook for PC (http://images.barnesandnoble.com/PResources/download/eReader2/bndr2_setup_la...).
Before the "unexpected weekday" and "unexpected date format" errors mentioned above, I also get this:
