Bug still exists in Wine 1.1.16.
You can recreate this bug using TomTom Home 1.5, going to File --> Preferences and selecting "Check for update". The app will then attempt to download version 2.2. You do not need a TomTom to do this.
Two files are created, upon completion of the download a temporary file is renamed v2_5_2_60_win.exe
trace:file:MoveFileWithProgressW (L"C:\users\test\My Documents\TomTom\HOME\Downloads\Download Cache\dwn0",L"C:\users\test\My Documents\TomTom\HOME\Downloads\Download Cache\v2_5_2_60_win.exe",(nil),(nil),0002)
At this point you are prompted to install the update, but it fails and the files are removed.

Note: For some reason, after exiting TomTom Home 1, it remains in memory and has to be killed.
TomTom Home 2 is released under the GPLv2. I'm not sure if TomTom Home 1 is, but the source *may* be available.
