Tested this version of oziexplorer: http://www.oziexplorer3.com/eng/downloads/395/oziexp_setup.exe
I loaded the sample map file, exported color images of the map in both png and bmp, these do not appear to have any banding.
I also tested exporting black and white images, the output does not look correct. I wouldn't describe it as banding though, see attached image.
