There's obviously the issue about all the different versions, there seems to come out a new version with every release of the dxsdk. The other issue is that except a number of rather trivial matrix manipulation and texture loading functions, it also contains the HLSL shader compiler. Although that's not neccesarily hard to implement, it's not trivial either, and would probably require quite a bit of time.
