There is no charset translation for windows applications that output to standard output (console). This may be tested with country specific (Polish) RAR.EXE executables found in WinRar. Instead of native characters I see garbage.
If it is not possible to detect charset for non-gui output, there could be a registry key for default charset. Windows has option to select default charset for non-unicode programs in Regional Settings, so I think this can be used.
(btw. with wineconsole everything is fine)

wineconsole simply doesn't like it: err:wineconsole:WCUSER_SetFont wrong font err:wineconsole:WINECON_Fatal Couldn't find a decent font, aborting
Yet $ LANG=ja_JP.utf-8 wine64 wineconsole Wine コンソール内でプログラムを開始 so I don't know!
winetricks fakejapanese makes no difference. This is possibly a different problem, however.

I'd suggest this is fixed. The Japanese problem I'd have to check in Windows (if possible), but I think that's a different problem. "Wrong font" is almost definitely a problem...
