Window transparency with LWA_COLORKEY is not supported.
I've tried with Livestream Procaster 20 (see top link), but other programs
don't have transparency too.

Yes.
You can't minimize Procaster main window or the toolbar, because the minimize
command seems to use the LWA_COLORKEY to clear the window. So the result is an
unresponsive always-on-top window.
And the border clips are buggy too, because there is no transparency.

When I'll be on the computer with Procaster I'll attach the console output.

I can confirm this is an issue in the current version of Procaster and Wine
(I'm the app maintainer) - all sorts of buggy window behaviour is currently an
issue, including the minimizing of the window.

Bug's appearance and behaviour (terminal output) in Procaster with WINEDEBUG
on.

Couldn't get the full output and I'm too tired to figure out how to, will post
a more comprehensive one tomorrow. This shows the end of the log where the libs
goes crazy as soon as I move my mouse and the failed attempt to close the
window.

I believe this bug is responsible for most of the graphical issues in Procaster
- fixing it would resolve a great many UI problems and potentially remove the
black boxes from the broadcaster.

This is affecting the battlefield bad company 2 updater as well, it doesnt show
any text. updater does work so its a minor bug

If it will help, I can create a very basic EXE file using a single form that
utilizes LWA_COLORKEY and publish it somewhere public or attach it.  This issue
is affecting the PortableApps.com Platform as well.  I'm currently working
around the bug by detecting when running under Wine and displaying an alternate
theme with squared corners instead of rounded ones.

I think this is what makes the EVGA OC Scanner look uglier than it already is.
