This is the file that failes. Its from the Apache log4net project

I've been using WinSCP on wine for years and just hit my first big issue and it
appears to be a wine issue. I was trying to transfer an xml file to an IIS
server on Windows Server 2019 and it fails on the client side with the error:
- Copying files to remote side failed.
- The specified data could not be decrypted.

The version of WinSCP I am using is 5.17.2 portable. The same issue occurs with
WinSCP 5.11.3 portable.

The error on 5.11.3 is a bit more verbose:
- Using TLSv1.2, cipher TLSv1/SSLv3: ECDHE-RSA-AES256-GCM-SHA384, 2048 bit RSA,
ECDHE-RSA-AES256-GCM-SHA384 TLSv1.2 Kx=ECDH     Au=RSA  Enc=AESGCM(256)
Mac=AEAD
- Copying files to remote side failed.
- The specified data could not be decrypted.

To isolate if this is a WinSCP issue or a Windows issue, I deployed the exact
same WinSCP 5.17.2 on Windows Server 2008R2 and the file transferred ok with no
errors.

I suspect this issue is related to TLS libraries deployed with Wine.

If there are any pre-built or wine-ready linux distributions that can run a
later version of wine, I'd be glad to test on a VM. However I cannot upgrade my
current version of my production desktop at this time so I'm stuck with 4.0.3
at this time.

WineHQ doesn't have any, but it does have binaries prebuilt for
debian/fedora/ubuntu, so you should be able to boot a livecd of one of those in
a vm and install the wine package:

I have been continuing to use WinSCP on Ubuntu and its a central part of my
devops and change management workflows.

I tested with a log4net config file just now and it does not fail. I have not
seen this issue for quite some time.

Current Env:
* Kernel: 5.13.0-39-generic
* Distro: Ubuntu 20.0.4
* WinSCP: 5.17.10.11087
* Wine: wine-5.0 (Ubuntu 5.0-3ubuntu1)

I will close this issue as its likely resolved with current SW stack.
