#41258 appears to be fixed in staging, but the launcher still doesn't come up. Found the smoking gun pretty quickly; it immediately bails when DebugCreate() (currently a complete stub) returns error (snippet from log with err,warn,fixme attached).

In one case I saw, A function returned E_INVALIDARG which cause the program to throw an exception. Then in the catch, it attempted to do a stack walk to help with debugging.
I doubt that the Epic Launcher requires DebugCreate but is caused by another issues.
