I'm triyng to launch RAGE game (http://store.steampowered.com/app/9200/RAGE/), but the game crashes on startup complaining about a missing OpenGL extension.
I'm launching the game from a 32-bit WINE prefix.
This is my configuration:

As shown I'm using latest MESA radeonsi drivers.

Since Wine just forwards OpenGL function calls to the host system and MESA does not intend to implement this feature, you are most probably out of luck. This bug is a duplicate of bug 38969.
