Steps to reproduce: 1) remove ~/.wine 2) winetricks gecko 3) install Free FLV Converter 6.8 without any additions 4) wine FreeFLVConverter.exe
Behaviour: Wine error.
Expected Behaviour: Application should start

Sorry for my involvement (it's not my bug report after all) but that commit is unlikely to cause the crash on application startup. NSLW, have you tried to revert the commit on 1.3.16 (if it can be reverted cleanly), or have you tried the app with the commit right before a575351b3019ad86628c8325af62920b75c5d2a4?
I'm also experiencing the same app crash with Wine-1.3.16 on Fedora 14, so confirming, my only concern is about the result of your regression test.
