You're running it wrong, as winetricks tells you when installing it:
To start ie8, use the command wine 'C:\Program Files\Internet
Explorer\iexplore'

Running the command as you state results in a similar (or identical) crash in
my existing and new prefix.

Application tried to create a window, but no driver could be loaded.
The explorer process failed to start.

Seems suspicious. Does using the X11 driver instead of the Mac driver (see
http://wiki.winehq.org/UsefulRegistryKeys) make a difference?

The crash still happens with X11.

No such problem here (running on Linux, not on MacOS).

With my new Yosemite MAC and 1.7.36 this issue doesn't happen.

I'm sad to say I did not check and install 1.7.36 but 1.6.2 and therefore ie8
worked.

Now that I installed 1.7.36 ie8 does not work...

In my previous test IE8 was installed with winetricks.

Re-tested with wine 10.
IE8 was installed with winetricks
IE8 installs.
In order to get IE8 to started these DLL's needs to be overridden:
iertutil.dll
urlmon.dll

Upgrade winetricks test.
I remember that iertuil.dll doesn't need to be set up.
If the webpage loads slowly, use winient.dll to builtin.

Updated winetricks to version: 20250102-next
Created new wine prefix and installed ie8 with winetricks.
IE8 starts without any dll overrides.

After installation i added dll override for wininet.dll
I started IE8 and GUI looks like in attached picture.
I stopped IE8 and re-started it. 
After this time page is not loaded.

Console has this error message:
GnuTLS error: No or insufficient priorities were set.

Could it be that TLS 1.2 is required?

Check the version of the system library 'libgnutls'

win7 , It is no problem.

Normally, GnuTLS error will not be reported.

Execute './configure' in the source code to see if there is a GnuTLS error .

My libgnutls28-dev and libgnutls30 are both versions 3.7.1-5+deb11u3

configure did not produce GnuTLS error.

During configure three lines were printed which contained gnutls. 
These lines were:

checking for gnutls/gnutls.h... yes
checking for -lgnutls... libgnutls.so.30
checking for gnutls_cipher_init... yes

just figured a way to get IE8 running on second start.

IE8 starts after files: index.dat & desktop.ini are deleted from directory:
drive_c/users/<user>/AppData/Local/Microsoft/Windows/INetCache/Content.IE5

This doesn't afftect the way GUI looks, it is still messed up.

Created another virtual machine and installed Ubuntu-mate 22.04

Installed wine 10.0 and latest version of winetricks.
IE8 was installed with winetricks
Wine was configured to Windows 7.

Ubuntu-mate 22.04 has libgnutls30 version 3.7.3-4ubuntu1.5
In 22.04 IE8 seems to function without the GnuTLS error.
Tested few pages and these seem to work: 
www.winehq.org 
www.google.com.

Pages that seem not to work: 
https://en.wikipedia.org/wiki/Main_Page
https://www.iana.org/help/example-domains

Couple pages which presumably are http only seem to work:
example.com (here is a link to iana.org which do not work)
http://httpforever.com/
