This is a minor nuisance really but certain compression tools don't know the difference between kB and kiB. When attaching large, compressed log files split into sets they can easily make the individual files too big by 24 k(i)B.
The minor adjustment would make life that little bit easier, and won't significantly affect file sizes or data transfer.
I'm assuming this can be easily changed by an admin.
Ubuntu's File Roller is an example.

Mind you, I don't know if the current limit was something that anybody associated with Wine picked or if it's just a Bugzilla default that we've not bothered to examine.

The low limit is a good idea, but some logs can span two or three compressed volumes and with certain kinds of bugs you can't be certain that the first or last 100,000 lines (for example) are any use: the only thing to do is to check a full log.
If it hits four split volumes I usually give up anyway - the log is simply labelled "too big".

since this was just discussed in IRC #wine-staging I'd vote for 5 MB.
The reduce the amount of old garbage^Wattachments, a cleanup/purge procedure could be introduced for closed bugs (data retention period).
