Happened on a forced exit. Couldn't get it to reproduce after that.

That's the problem. That function is implemented.

Also you sure you have Steam community in-game disabled?

It's disabled. I can't provide much more information than this though, as I
cannot reproduce it.

That API is implemented, what faild is the delay loading of user32.dll
due to an exception.
