I will now attach two screenshots showing the same application running with

en_US.UTF-8 locale

ru_RU.UTF-8 locale

English looks fine, Russian looks blurry and very unpleasant.

It looks like different fonts are used, but why?

There's no word about that in Wine's documentation.

One more revelation.

If I'm already running WinRAR with an English locale, and then run a Russian
locale WinRAR - the latter uses a normal non-blurry font.

Anyways, I don't want locale to change my Wine's fonts!

One more thing:

ru_RU notepad has a broken control appearance - "millimeters" caption is
crossed by another control (no idea how it's called, box?)

So wine incorrectly calculates this caption width.

Something is broken there, notepad with Russian locale should use Russian UI,
but it doesn't. Do you really have the ru_RU locale installed or aliased?
Perhaps "C" locale gets used instead, and that leads to some trouble.

To show you that different fonts are used I manually recompiled Wine with only
the English language built-in.

I can show you "Russian" notepad if you'd like to, but to demonstrate that
fonts actually differ a lot, I used the English one.

Comparison of +font logs would probably help to figure this out, but I'd guess
that your fontconfig may be responsible for what you're seeing.

I see no such problems with native Linux applications.

The problem is that you have 2 tahoma.ttf installed:
one is Wine built-in /opt/wine/bin/../share/wine/fonts//tahoma.ttf
another is /usr/share/fonts/BASE/tahoma.ttf

With English locale the built-in one gets *replaced* by native because its full
name "Tahoma"/"Regular" matches but version is higher.

With Russian locale native tahoma.ttf is *added* to the font list because its
native localized full name "Tahoma"/"обычный" doesn't match full name of the
built-in font "Tahoma"/"Regular". Then built-in font gets used because it
happens to be earlier in the fonts list.

I'd suggest to remove native tahoma.ttf/tahomabd.ttf in order to avoid this
kind of a confusion.

This sounds like a Wine bug to me - why Wine even tries to load builtin Tahoma
font which is known to look worse than a Core TTF version of this font (which
is found to be present and functional on my system)?

Actually I remember erasing ttf fonts from $prefix/share/wine/fonts a year ago,
but since then I've forgotten about this trick. Thank you for reminding me.

Different font files may provide additional font faces. For example Tahoma
Regular, Bold, Italic and Bold Italic all have separate font files. Tahoma
"обычный" is another font style, so Wine behaviour looks correct to me, but
a test case confirming that would be nice to have.

Let me disagree, Wine has the only builtin Tahoma font which definitely covers
fewer usage scenarios than two systemwide installed Tahoma fonts that I already
have.

I'm just saying that tahoma.ttf provided by Wine adds another font style, which
may exist only under non-english locales. Of course there is a possibility that
a font file that matches an already loaded one gets ignored by Windows, but
this
