This bug was tested on Wine 0.9.57 running under Ubuntu Linux:
When dragging a layer from the layer list into another open image window it should be duplicated for this image. Dragging and holding the layer over the target-image results in drawing a black border, therefore the image gets recognized correctly, but dropping gets ignored.
These errors appears on console when dragging layers:

It's a pity this patch is wrong in my case. It leads to another bug: when a game crashes the a dialog window appeared "Program Error" with two buttons "Show details" and "Close". These button are no more clickable because of this patch. Reverting it resolves the issue.

FYI, winetricks nocrashdialog will disable that dialog for you (obviously it won't prevent the crash though :) ).

To reproduce I started elevated1024x768.exe downloaded from bug 37728. It crashes for me. From this crash dialog I got an explanation why (d3dx9_33). I need the button "Show details" to be clickable. I think with other games that crashes this bug will be reproduced.
The patch was proposed by Dmitry Timoshkov here for mainstream wine-hq. Why it should be separate bug of wine-staging?

All Wine Staging authors (including me) are of course interested in feedback, if a specific patch doesn't work as desired. This allows the author of the patch or other developers to investigate the issue further - it could either turn out as a problem with the existing patch, or as a separate issue. Nevertheless, it is easy to miss when you just write it on this existing bug report, so please open a new one with additional information. Also please note that since WineConf 2015 wine-staging is part of WineHQ, so there is no need to distinguish between both projects.
