The installer sets the OriginalDatabase property to a URL and expects it to be
used for cabinet downloads, which means we can't use a cached BaseURL value
like we do now.

This should fix the bug analyzed here. The installer has more bugs; the GUI is
not fully painted and certain custom actions return errors that appear to be
caused by our lack of powershell support.
