I tested with the demo from: https://www.fileplanet.com/35366/download/Test-Drive-6-Demo
I can confirm the issue on macOS High Sierra with Wine-3.5 installed from winehq pkg. GPU is an AMD Radeon R9 M370X 2GB. Attached is a +d3d,+d3d_shader,+ddraw log. (~500MB unpacked)
I can provide more info/logs if needed.

(Sorry, didn't see that one before). Bug 42387 should probably be closed now and this one can be used for the black track problem? If opening another bug is preferred, I'll do that.

The black textures issue is still present with wine-3.20-276-g0c5ce58505.
Graphics card is a GTX650, prop driver 415.18, X.Org 1.20.3.
