Running wlsetup-web.exe after installing msxml3 (with winetricks) resulted in a dialog with an error saying, "Couldn't install programs". The dialog has a button, "Show Details". When I click on it, it says: "Error: OnInitDialog: 0x80070717".
0x80070717 is HRESULT_FROM_WIN32(ERROR_RESOURCE_LANG_NOT_FOUND). That's as far as I've looked.
