It opens up a blank Program Manager window, and complains that Program Manager could not be found when you close it. It also does not create any shortcuts, which seems related.
The only console output displayed during the entire installation is the following: fixme:edit:EditWndProc_common undocumented message 0xbf, please report

--- Comment #18 from Rosanne DiMesio dimesio@earthlink.net --- Situation in 1.7.51 is the same as described in comment 16, but only happens if you tell the installer to create program icons. If you select "Skip" for that step, there is no error message or empty Program Manager window at the end.
Trying to run the installed game gets you to bug 11265.
Confirming, revising the summary to reflect what actually happens, and changing severity to minor, as the game does install.
