I should mention that I'd appreciate a workaround if anyone has any ideas. My first attempt was to install this software on ReactOS 0.4.12 running in a virtualbox vm. The software rejects that because it does not see a WinXP service pack 3.

I sent this patch for that bug to wine-devel in june but dropped of list without xcomment. Maybe needs improvement (?)

I brought it up here b/c I figured it was a documentation defect. The Debian-specific docs go as far as configuring apt/sources.list and getting the keys, but the docs stop there, and the Debian package is apparently missing the patching script. Are Debian users expected to abandon the "debian way" at some point in the process? I'll figure it out, but a debian developer might want to cover building the debian way.
Regarding the English readme -- I see why I missed it. The ".gz" lines up with the language tags on the other files, so when quickly reading down the list it looks like a language abbreviated as "gz". Perhaps that file should have a ".en.gz" extension.

The fist step in the building instructions is to get the Wine source code by cloning a GIT repository. There is no apt/source.list configuration involved.
You're not reading the instructions properly. You must fix that first.
Read the linked Building Wine instructions thoroughly as there are many pitfalls.
Most of the commands are generic. The instructions are for Ubuntu for some parts, but it's a Debian based distribution so it should be easy to adapt them (hopefully).
If you get stopped at some steps, you should go to the forums. There are many users that have compiled Wine on different OS that are willing to help.

I can confirm that their is something wrong with PowerDVD 15 however. A copy is available at archive.org . Other websites gives you something that isn't available anymore.
Running PDVDLP.EXE shows the same information about the missing admin privilege.

Using Windows 10 32x you can see that the provided key is obviously wrong also as a hint from the program if you have admin privilege. If you don't have admin you will get the same error.
