Hi...
I think this an ntdll problem, because that's what the backtrace seems to indicate. But, I don't have enough background to know for sure so I'm catagorizing the component as unknown.
Running Fedora 17 with 32bit wine 1.5.14 on an x86_64 with NVidia
PWI hangs soon after I get in the game. So I run the game from the console with the following results.
I can get in the game, but soon thereafter the game hangs. If I press [Ctrl][c] in the console that I'm running the game from I get an error dialogue box. I click on it and the game of course closes. However, the game seems to function for awhile, but soon thereafter hangs again. One time it took down the whole comuter :/ eeek.
In any case, attached is the backtrace.

Build the latest libxcb from git without any additional patches (should be version 1.9 and use it, see http://forum.winehq.org/viewtopic.php?f=2&t=17203 - but skip the parts "wget ..." and "git apply ...") OR try "Add the X11/GL lock back around XCheckIfEvent". The libxcb version test is preferred. If it fixes the issue, then it's a dupe.
There is no statement about if it is a regression... If it is and the libxcb test doesn't solve it, please run a regression test http://wiki.winehq.org/RegressionTesting .
Wine should not be able to lock down your computer. You may try to switch to a terminal and back (strg + alt + fX) and/or run the game for testing proposes in wines virtual desktop.

I tried the libxcb1.9 thing you linked to (at least I think I did it correctly), and got what looks to be the same console log message. I'm attaching the relevant part of the log. I tried running it with winedbg but got some sort of "could not load module" message in wine, then when I typed in cont and ran the program, the launcher would freeze.

I'm running lubuntu with wine 1.5.15, and for the libxcb1.9 build ran the command: LD_LIBRARY_PATH=./libxcb/libxcb/src/.libs wine Launcher.exe Maybe I have a different issue...? I can sometimes get into the game but it freezes after a few seconds. Looks like it will freeze randomly regardless of whether I'm in game or in the loading screen, so maybe I have a different issue.

Gotta ask a few dumb questions.
Are you running 64 bit or 32 bit version of Ubuntu? Did you compile wine or libxcb yourself? Did you recreate your debs to install them?
I am unfamiliar with Ubuntu so I can't help you much beyond helping you to confirm that you do indeed have the correct stuff installed.

Just noticed, you are using the launcher to run the game, try this.
From a console, navigate to:
~/.wine/drive_c/Perfect\ World\ Entertainment/Perfect\ World\ International/element/
Then run
wine elementclient.exe
I found the newer launcher to be anything but.
