I installed correctly Mafia from CDs, but when I try to start it I get a few fixme (cursor:SetSystemCursor and ntdll:server_ioctl_file, see attachment) and nothing else.

Can't confirm. Mafia 1 (v1.2) works perfectly here. I have a DVD version released as "Golden Classic" which is legally sold already cracked, because Protection ID says:
Safedisc 2.80.011 detected but verification not successfull assuming exe includes a faked Safedisc version or it has been cracked! Cracked by DRUNK!
The CD version comes probably with SafeDics v2.70.030 (may depend Country to country). So try to patch your game to v1.2 and try to use a cracked .EXE, if that helps.

Which version of wine was that? Are you really sure, that you did not used nocd before?
As nothing was fixed in wine, this bug can't be considered as FIXED.

Yes, it used to work once upon a time and the reason it doesn't work in late Wine versions is known.
