*could* mean the program needs something from native dotnet, but given you...I mean above, it could just as well mean you didn't install wine-mono or one of its deps...
btw,, 6d5140c1-7436-11ce-8034-00aa006009fa (from your installer log) is Microsoft.Uii.Csr.Browser.Web and is most likely at least partially provided by wine-gecko (well, at least when it popped up in a different bug (for a different app), I haven't seen that line on my side while it was present in the log from another 'custom' installation).

I don't see any reason to make that assumption. A package manager need not depend Wine on actual GL drivers—it is sufficiently reasonable for it to depend on libGL alone—and a user may legitimately use llvmpipe. More to the point, it's not likely to be related to connection failures.
As a side note, can you please try to adopt a less hostile and accusatory tone when responding to bug reports? It's liable to drive people away from responding, and doesn't reflect well on the project.
Anyway, I downloaded the program, and I can quite easily reproduce the mentioned problem. After installing, it shows a dialog prompting the user to log in—this can be dismissed with a "skip" button. Then it shows up a different dialog which I guess also is intended to prompt the user to log in (it has "Forgot password" and "Register" links at the bottom), but the page simply has "Connection issues", "could not connect", and a "try again" link which does nothing.

What happens is, the installer automatically launches the client (C:\Program Files\Common Files\Bentley Shared\CONNECTION Client\Bentley.Connect.Client.exe), and this is the one that is unable to connect to the internet. Also, this client is launched as a new process so it's not caught by the installer's log because it terminates the wine process and starts a new one.
So basically, install the program: wine Setup_CONNECTIONClientx64_23.00.00.10.exe
close all wine (or reboot the computer, sometimes the icon still remains in systray so is not possible to close the service): wineserver -k killall wineserver
and the proper log will be the client's one: wine Bentley.Connect.Client.exe
Logging inside the client with a Bentley account is mandatory to use other Bentley products, by using the connection client.
