This bug is about the cursor which displays the position, where text will appear in an text editor.
In a text editor like notepad with enough content for scrollbars it is possible to scroll so long, until the cursor gets displayed oudside the actual text editor.
If you scroll to much the cursor gets captured outside the editor and doesn't come back if you scroll back.
I can reproduce the bug with notepad, however if you scroll the cursor so much, that it stays outside it will be actually out of the window.
To see that the cursor gets actually displayed, if there is still window at the position you try the Application Warcraft III: World Editor, which suffers from the same bug.

At the top left you see some pixels of the cursor. If I would have scrolled even more, the cursor would have become totally invisible.

Open or create a file which is large enough to make notepad show a vertical scrollbar. e.g. Hold enter for a short time in a empty notepad editor. 2. Position the cursor at the first line 3. Click on the down arrow of the scrollbar. 4. Notice how the cursor is blinking like shown in attachment 19097. 5. Click on the down arrow again. 6. Click twice on the up arrow of the scrollbar 7. Notice that there is no cursor.

Still present in 1.3.27. Easily reproducible by following comment #6 steps.
The attached patch fixes the problem but probably not in the best place. Can anyone give a hint or see if this solution is reasonable?
