Although others have had better luck, when I try to install Silverlight 2, the installer claims to complete successfully, but doesn't do anything.
Tested with latest git and the same. Tested with 1.1.11 and it installs fine.

So you have a UK version of the installer. How did you download it? I get the same US version, whether I retrieve it with a Dutch or an English version of Firefox under Wine:

The sha1sum I got previously must have been a failed download. The sha1sum is the same no matter which language you choose (I didn't check every one) and the installer is in English.
Nonetheless, my locale is en_GB and the installer still fails (with latest git).
Under Windows, set to en_GB, the expected happens... it works.

Nope, that makes no difference here.
Still present in wine-1.3.29-121-gfdda702 and I still have no idea why.
I've tried setting my locale to en_US and fr_FR just for kicks, but it makes no difference.

In 1.4-rc2, the Silverlight 4 installer that I tested previously still fails, and the workaround in comment 23 does not work.
The workaround should work again, there was a regression in shell32 which is fixed now. Anyway, this shows that we're dealing with a different bug than the one reported here for Silverlight 2, which has been fixed.
