Under Rosa 2012.1, Borderlands runs at about half the speed it did under Rosa 2012lts because of the fact Rosa has Wine 1.5.28.
The error: fixme:d3d:resource_check_usage Unhandled usage flags 0x8. fills the entire bug dialogue. Constantly. Other information will be forthcoming.

--- Comment #3 from Zombie Ryushu zombie_ryushu@yahoo.com --- This apparently is still an issue but I lack the ability to get a Regression Test at this time. Nvidia's drivers do have an impact, as using the Current Nvidia Drivers improves performance under Wine 1.7.10.
It is not completely resolved for now.

--- Comment #5 from Zombie Ryushu zombie_ryushu@yahoo.com --- This is still an issue, although not as severe. Replacement Video cards have been installed since this bug was filed. Upgraded Nvidia Drivers have had affects to this when Normal Literal modes are used rather than Xorg Meta Modes. This is partially an Nvidia issue but not completely. For example I have to xrandr my card into 800x600 for the game to run in the right resolution and not scroll all over the screen due to Mouse movement.

I can also confirm that I get about a 1000+ of these on Wine 1.9.4 after playing an hour or so:

I do not know whether I am experiencing a slowdown or not, because my graphics hardware is not the greatest (Intel HD 3000). However, I experience around 20 fps

And yes, when I quit borderlands, terminal isn't released. a ctrl+c closes it with a flush of fixme:msvcrt messages I attached above.

Did you try in a clean prefix without any winetricks dll? Vlad's test is not valid since he says he is using all directx dlls from winetricks.
To check if the problem is related to the amount of output information in the console try running the game disabling all wine output like:
