If the window is minimized, all of the toolbox windows will disappear and cannot be brought back. You have to exit out of Photoshop 7.0 completely and restart it to get your toolboxes back. I have noticed that everything works fine if you switch to a different window, and then switch back to the photoshop window, but it appears that you must actually minimize it for this to happen.

Does bring back the toolbars. Unlike Peter, it appears to bring back the main "Tools" toolbar on the left. It appears that there isn't any output that is different from what I posted above.
I can also confirm that hitting tab to hide/show the toolbars does bring them back.
It is odd although reproducible for me that after maximizing and the toolbars have disappeared, hit tab twice(first tab hides all and second tab shows them). After tabbing twice, you can minimize Photoshop and then maximize it and the toolbars will stay. It only works the first time though. If you minimize and maximize again, the toolbars will be gone, and you will have to double tab again.
I also have noticed that the "Options" and "Status Bar" toolbars are not affected by the disappearing bug. They are always there when maximizing the window. So it appears that it only affects the floating toolbars.

When using Adobe Photoshop 7 for as long as ten minutes or as little as five random clicks of the mouse on menu items, the accessory windows drop from existence. As already pointed out (both here and in various websites I've read), 'Reset Palette Locations' resets the windows but only for the short timeframe as stated above.
The only solution to this issue that I've personally found is emulating the Adobe Photoshop window to some sustainable size on-screen and then 'squeezing' the primary Photoshop window between the individual toolbar windows (thus having them always available/shown). While this option does give promise in terms of usability, the unfortunate side effect is a rather ugly emulation window surrounding the product.
In addition to red team's comment, the file browser located within Adobe Photoshop 7 will not disappear unlike the opposing toolbars on either side of the primary window, and thus does not need to be reset for it's location.

Also, I have tried to resize the Photoshop main window so that the toolbars are visible around the main window, but when minimizing, and then maximizing the window, they still disappear. I'm not sure emulate is what you meant but resizing the PS window for me does not work on Photoshop 7.

The toolboxes themselves don't randomly disappear, per-say. It's a matter of clicking at just the right instance, and each time it involves user interaction to "force" the disappearing act to occur. Wine can hold Adobe Photoshop and it's windows visible for as long as the program is in operation as long as there's no using the program for the meantime (aka: doing a random act somewhere else in the house such as watching television). It's when the user begins using various menu options (including the toolbox or layer properties, etc.) that all toolboxes decide to disappear at random. In order to "solve" this (quoted because this is NOT a solution, simply a temporary fix), making the primary window smaller and placing the toolbox windows on either side is about the only idea I've came up with.
In terms of the window 'emulation', I'm speaking of the option in winecfg regarding emulating a desktop with a certain HxW property. For my 1280x1024 screen, I'll usually use 1100x900, which seems to fill somewhere around 90% of the screen with the Photoshop window. Using such a method, I'll typically slap a program running in Wine (such as Photoshop) on an unused virtual desktop. It's an ugly maneuver, but it works.

This is where normally I would offer to help by asking what I could do, but my limited experience with code is the overwhelming chicken that won't stop clucking. As far as I know this is not possible on Windows. The grey window is always the window in which the "action" happens.
You can "solve" this by makeing the Photoshop mainwindow smaller so that the toolbars are outside the grey mainwindow.

I didn't see this bug in a while.
The only things I notice regularly are, and ONLY when I don't minimize PS7 : * can't switch to full screen mode * only the floating tool bar and the layers window remain visible when I open another window

There are actually multiple issues:
Issue 1. Via winecfg, if you disable "Emulate a virtual desktop" (which I think is the default) and browse to a different Gnome workspace, when you return to the original workspace (from which you are running Photoshop) all palettes are gone.
Resetting brings them back. However this takes ~7 seconds: In Photoshop 7: Window > Workspace > Reset Palette Locations
Alternatively, as someone else mentioned, prior from switching workspaces you can hit tab (which hides all palettes), then switch workspaces, and when you return you can hit tab again (which un-hides them). I also scripted this, so I a Gnome panel launcher can run the script, hide the palettes, and then switch the workspace (see below). You'll need to install 'xdotool' and 'wmctrl' for this to work.
//this finds Photoshop, issues a tab, then takes you to workspace 0 xdotool windowactivate $(xdotool search --name 'Adobe Photoshop' | tail -1); sleep .25; xdotool key Tab wmctrl -s 0

But even with all this, I would still forget to click the launcher (to leave and to return), and I would click away to another workspace. Then upon return I'd have to reset the palettes again. Super annoying.
So as an alternative to this, via winecfg, I enabled a virtual desktop:
winecfg > Graphics > Emulate a virtual desktop
I'm on a 4k display, so I set the Desktop size to equal the width of my display and the height, minus the height of the top and bottom panels (3840 x 2100). Which brings us to issue #2.
Issue 2: When you enable a virtual desktop you reveal the second bug that people have mentioned here...where the palettes seem to disappear, and even if you reset the palettes they only come back for a half second and then disappear again. They aren't really disappearing, but rather going behind the main window. So to avoid this, I just manually adjust the size of the main window so it allows the palettes to sit on the sides (that way they can't go behind).
Then to save your palette locations (in case you need to reset them), go to:
In Photoshop 7: Window > Workspace > Save Workspace
Now you should be able to click away to other Gnome workspaces and when you return the palettes should still be there. I've found this to be the best workaround.
I realize these are just hacks that don't actually fix the problem. But the last one seems to work fairly well.
I'd still love it if the Wine developers could figure this out, because Photoshop 7 still works amazingly well, even in 2019!
