Well, i was trying to install Simcity 4 using wine 1.1.34 after a fresh install last day. When launching the installation wizard, Wine claims it detected a debugger and needs to close. This didnt happen on 1.1.33.

Hi, no such problem here. Installs and plays fine under 1.1.34 and also current git (wine-1.1.34-588-g6b78e24). Well you need crack because this game uses SafeDisc (version is not obtainable, but should be v2.90) and it crashes when running with orig CD in drive (without CD it says please insert a playdisc).
1. So be sure you are using latest Simcity's version 1.1.638.0
2. Use proper crack for your version
3. Check your executable name is "SimCity 4.exe" (crashes if different even on WinXP)
I install this game quite often and never had such problem with installation or running (using 32bit OS & wine).

b) Wine claims it detected a debugger and needs to close
So who say that? Game or wine?
Isn't following console message your problem (caused by SafeDisc):
Unhandled page fault on read access to 0x00bcf000 at address 0x100548ed (thread 0009), starting debugger...

I did not write out all of the tested version. So today i tested 1.1.31, 1.1.32, 1.1.33, 1.1.34 and current git. All of them are working for me. So no regression here :)
Otherwise i would not kept that secret and you would already know failing commit;)

It is indeed a strange problem, first, the installation was running "ok", until it asked for the second cd, i Clicked on "Accept" and then installation stalled.
After some more tries with the same result, it started saying a debugger was detected and that i should close it before i can continue.
The problem is with wine, not the game, as just launching setup.exe and clicking on the language menu causes the debugging.

that SafeDisc 2.x problem is tracked by bug 27349 User32 API entry stats were near threshold at the time SafeDisc 2.x was analyzed and fixed first (bug 10273). The addition of exports over time and use of different compiler versions contributed to problem reported here.

Try the Window 2003 decor.
