Downloaded the exe for the new free Microsoft OneNote but when I attempt to install it fails.

This function is already implemented in current development versions of Wine. You're still using 1.6.2 which is pretty outdated, the latest development version is 1.7.33. After upgrading your issue should be gone.

The main Wine page lists 1.6.2 as the latest stable. Since I don't do betas, that's what I installed. Is 1.7.x actually latest stable? If so, please update the main page.

1.7.x are current development releases, that eventually will turn into 1.8.x. It's not a stable release, so main page is correct. All new changes are made available through dev releases, it's the only way for you to try new fixes/features (and it's not called 'beta' by the way if that's important).
