Given file wrcbug.rc:
  #include <windows.h>
  dialog_id DIALOG 90, 22, 192, 100 STYLE WS_POPUP BEGIN END
  "dialog_id" DIALOG 90, 22, 192, 100 STYLE WS_POPUP BEGIN END

Compile it with the command:
  wrc -I/usr/include/wine wrcbug.rc

Gives this error:
  wrcbug.rc:3:13: Error: parse error

Compile it using the Microsoft rc compiler using the command:
  rc -IC:\msstudio\vc98\include wrcbug.rc

And it compiles with no errors.
