A user complained that 'esgnal' didn't work ( http://forum.winehq.org/viewtopic.php?f=2&t=17627&p=81557 ). Testing aac4c0bdb9375c2dcffb54c4d07d5f2a05e0a7fb esignal_11.5.2838_x86.exe from http://www.esignal.com/trading-software/download.aspx
I see the same error:

If you mean this it's >=win7 I guess, and download page says XP is still supported. Did you run with default prefix? It's possible of course that it detects win7 system indirectly too.

It's a pretty old version, and I don't see any recent discussion about running it on wine, so closing as 'abandoned' seems fair.
If a user does pop up, a new bug can always be opened.
