this is obviously a Wine-Mono problem.
The app needs .NET Framework 4.0 client profile. Works fine here with 'winetricks -q dotnet40'
$ sha1sum eDCAA.exe cbda6a65a785adc90982aea6871a8daa2f87b365 eDCAA.exe
$ du -sh eDCAA.exe 2.3M eDCAA.exe
$ wine --version wine-1.7.22-70-g509bdae

Use WINE_MONO_TRACE and apply filters to limit output:
