the ProgramFiles(x86) environment variable is not created.

Repossessing this somewhat undetailed bug report, since Waves Central does
indeed depend on these environment variables existing (first diagnosed in bug
43653).

shouldn't that be adding "CommonProgramFiles(x86)" instead of
"CommonProgramFiles(86)"?
