I tried to install .NET 4.0 with 'winetricks dotnet40' but "Installation Did
Not Succeed":

Please try this in a fresh prefix:

wine uninstaller --remove '{E45D8920-A758-4088-B6C6-31DBB276992E}'
WINEDLLOVERRIDES=fusion=b wine dotNetFx40_Full_x86_x64.exe

Now it's saying this:

Same or higher version of .NET Framework 4 has already been installed on this
computer.

Here's what did:

export WINEPREFIX=~/lol
wine uninstaller --remove '{E45D8920-A758-4088-B6C6-31DBB276992E}'
WINEDLLOVERRIDES=fusion=b wine dotNetFx40_Full_x86_x64.exe

Correct?

Looks like Wine Mono was not properly removed. Is it listed if you run
"wine uninstaller"?

No, there's only Wine Gecko (32-bit) 1.7.

Bug 25535 was fixed before this bug was open.

Did you rm -r ~/.wine before trying the install?

Maybe it was fixed before, but most distributions have the older version. I had
the same problem, so I had to download the new version manually.

no feedback/retest (was most likely invalid anyway).
Reopen if you manage to reproduce with a recent version of wine and winetricks.
