This error window comes up while starting the installer in Staging, then exits.
The error is not present in wine-2.19.

Hi Fabian, I compiled my wine with -O0, and used precomiled staging package (i guess those are compiled with -02(?)), so that supports your findings.

I think it`s the same issue and the user reported that wine-2.0.3 (i guess precompiled package) solves the issue as well
