How to reproduce: 1. Have Windows-KDE's Dolphin (kde-baseapps) package installed 2. wineserver -k 3. Launch Dolphin 4. Close its window 5. Get the crash dialog

Note that if you close the window before "fixme:toolhelp:CreateToolhelp32Snapshot flags 0 not implemented" appears, crash doesn't occur.

I use MinGW-compatible builds, you seem to have selected the (default) MSVC ones.

I reinstalled with wine-1.7.11, choosing mingw, then ran dolphin.exe from C:\Program Files\KDE\bin. Same behavior (crashes before launch).
Is there something else I need? Native dlls? To run some other process first?

No, I did the install in a clean wine prefix. In fact, I've checked on another system (Ubuntu 12.04 with wine 1.7.10 from ubuntu-wine ppa) — indeed, running there leads to crash you describe. I'll try to find out what the difference is.

resolving 'ABANDONED' here. The kdewin 1.0.0 bootstrap installer is unable to contact any mirror for further download/mirror lists to download the required payloads.

Looks like some of these sites are no longer active for FOSS project purpose.

Although this could probably be worked around by changing some config to use other mirrors it seems like wasted time to me. It's not even certain that those other mirrors still provide all the old packages. Most of them have been removed/disappeared.
