The TestBot can automatically set up locale-specific live snapshots (after the locale has been manually installed, see point 1 of bug 47804).
However on Windows 10 the mandatory reboot is sometimes followed by a wizard asking a bunch of questions like whether to use audio speech recognition, what kind of reports to send Microsoft, etc. I think this is the "Choose your Privacy Settings" wizard. Of course that breaks the snapshot creation since the TestBot cannot answer these questions, fails to detect they are even being asked (because TestAgentd is already running in the background), and creates a snapshot of the half-baked state.
So one question is: how can one prevent Windows from putting up this wizard?
But then, while I had this wizard for the French locale, I did not get it for Arabic. Would it perchance only happen for European locales? If so the pain may be bearable.

--- Comment #1 from François Gouget fgouget@codeweavers.com --- The "privacy wizard" is shown on the next boot after changing the country to a European country: * It gets shown after the country is set to DE, ES, FR, IS, NO, PL. * But not after setting it to CN, EG, IL, IN, JP, US.
So a workaround would be to relocate any European locale to a non-European country. Care must be taken to ensure this will not have an impact on the language though, like Canadian French instead of regular French.

--- Comment #3 from François Gouget fgouget@codeweavers.com --- Having to use AutoHotKey would really be annoying: * It would mean uploading / installing AutoHotKey on the test VMs. I normally avoid anything that could be bringing in dependencies that modify the test environment. * It would mean uploading the AutoHotKey script too. * And arranging to AutHotKey to start on boot, before the session is fully started.

* The TestBot has since recreated the locale snapshots a few times and the issue did not reoccur.
* The 1909 snapshot of w1064 has the same issue and has not had a locale change (see bug 50298).
It seems that if one does not provide a "Microsoft account" when installing Windows, Windows asks again a few days / reboots later and in this case it just happened while creating some of the locale snapshots live snapshots.
If it was indeed related to the locale it's also possible that the Microsoft policy changed since we now create these snapshots from Windows 10 2004.
Either way I'm closing this bug.
