wine 0.9.19, problem still existing. But I'll try to give some hints for creating a workaround, or something similar. configure checks /usr/bin/artsc- config for existance. If this file exists, configure assumes that arts is configured and running. But on Debian GNU/Linux (and probably other Distros), / usr/bin/artsc-config is shipped with the package libartsc0-dev, which neither includes arts itself, nor depends on it (see http://choerbaert.org/scy/pics/ depend_graph_libartsc0-dev.png). Deleting/moving this file solves the winecfg crash.
I am not the only one with this problem. On IRC I recognized several people with the same issues. After I told them to execute "touch /tmp/ksocket-$USER", winecfg didn't crash any more (until next reboot, of course). Thus I think it is also in your interest to fix this problem.
