There is a known fix for this bug, and it is to default windows to Managed mode.
This can be done in dlls/winex11.drv/window.c: is_window_managed().

Why aren't windows managed by default? It seems that this isn't the case even if
I select "Managed" in winecfg.

An alternative workaround is to run in windowed mode.
