I'm pretty sure a plain ddraw game won't use OpenGL by default. There may be something there to help auto detect old D3D games, so if you continue to have problems try the HKLM\Software\Wine\Direct3D\DirectDrawRenderer = gdi and see if that helps after updating to the latest version of wine. I think it is the intention of the ddraw programmers to allow ddraw to still work without OpenGL, so there might be some linkage to work out still. I'll let the others answer for that.
Actually, having the mesa libs on your system won't hurt at all because ddraw doesn't use them for rendering until you set that above key to opengl. It's still software surfaces. Unfortunately DGA is going away though that is why we need opengl now.
